The Snowblind features 20K/20K waterproofing/breathability, which is great for a jacket of this price. On top of that, you get great functionality, including a snap away powder skirt with jacket-to-pant snap connections.

They also accommodate with many functional features, including a removable powder skirt and a 3 point adjustable helmet compatible hood.
They have relaxed fit, which allows you to layer underneath for colder days and helps with freedom of movement.

Featuring 60g of 85% recycled insulation, the Hydra Insulated comes with great waterproofing and breathability for its price and all the functionality you'll probably ever need, including ample pockets with specific purposes, like it's zippered sleeve pass pocket and insulated media pocket.
The Hydra focuses on freedom of movement. It has a regular fit, so a little slimmer than relaxed but not super slim, but it has articulation in the seams and a stretchy fabric that allows for extra mobility.

Starting off our under $250 list, we have the DC Liberate snowboard jacket.
The Liberate may not be the most technical, highest performing jacket out there, but for the price, you get really decent waterproofing and breathability - the two most important things you want from your jacket, in my opinion.
It also features a good amount of insulation, which is targeted for more around the torso and less in the sleeves.
On top of that, it has a host of functionality, including a 2 way adjustable hood, jacket-to-pant connection system and a plethora of pockets, including a zippered sleeve pass pocket.

Next up we have Burton's Jet Ridge snowboard jacket.
It's not going to break any records with it's waterproofing, but it meets the minimum standards, but does have a pretty high level of breathability.
If it's enough waterproofing for you (maybe you prefer to go out predominantly on sunnier days), then you won't be disappointed with the features. Often cheaper jackets lack some of the features of their pricier counterparts, but that's not the case with the Jet Ridge.
It has pretty much all the functionality you can think of, including a removable powder skirt and more pockets than you'll know what to do with. But more importantly for those pockets, they are functional and specific, with an ATM pocket inside one of the handwarmer pockets, zippered sleeve pass pocket, chest pocket, dump pocket, media pocket. You name a pocket and it seems to have it!

The 686 Dream is a no fuss jacket that gives you plenty of features and enough waterproofing for some. It's the lowest costing snowboard jacket in this list but with it's fully taped seams and functionality gives you real bang for your buck.
It comes equipped with a powder skirt, jacket-to-pant connection system and ample pockets (6 altogether), including a velcro sleeve pass pocket (I'd prefer zippered, but better than not having a sleeve pass pocket) and an insulated phone pocket.

If an anorak style is your preference or you don't have a preference and just want the best snowboard jacket that you get for less than $250, then the Popover should be high on your list.
For the price it features a really high level of waterproofing and insulation, giving you the best performance per dollar for the most important aspects of your jacket.
Apart from lacking a powder skirt, it has some great features too, including a 3 way adjustable helmet compatible hood and a zippered sleeve pass pocket.
There are always things you'll need to compromise on in this price range, so if you high level waterproofing and breathability are your priority, but you have a small budget, this jacket will allow you to get that, if you happy to forgo the powder skirt and jacket-to-pant connections.
